Hundreds of gang members will be invited to a summit in Chicago in an attempt to broker peace in the bloodiest neighborhoods — 20 years after “gang summits” here and in other states drew national attention, organizers said Wednesday.

The Rev. Gregory Tatum, a California pastor with Chicago roots, said he hopes the Rev. Jesse Jackson and the Rev. Al Sharpton will attend the Sept. 27-28 summit. Jackson spoke at a gang summit two decades ago in Chicago, delivering a message to gang members that they were the “new frontier of the civil rights struggle.”

“Next year, we will go to Los Angeles, then Detroit,” Tatum said. “The whole goal this year is black on black crime in Chicago.”

The gang summits in 1993 sought to forge truces among Chicago’s Vice Lords, Black Disciples, Gangster Disciples, Black Souls, Cobras, Stones and Latin Kings — as well as LA’s Crips and Bloods.

It’s unclear whether the 1993 summits had an impact on crime. Chicago’s murder total actually jumped 9 percent to 931 the year after the 1993 summit before steadily falling over the following two decades. Last year, there were 506 killings in the city, 45 percent fewer than in 1993. Still, Chicago’s murder rate dwarfs New York’s and LA’s.

The gang dynamics in Chicago have changed since 1993, too. The Gangster Disciples and other former “super gangs” no longer have a corporate hierarchy that dictates the daily activities of thousands of members — as the gangs did in the early ‘90s. That’s partly because the feds began hammering the leaders of the GDs and other gangs in the 1990s.

The Gangster Disciples, for instance, have fractured into smaller “cliques” that control blocks instead of the entire city. They often battle other GD factions and sometimes hang out with members of rival gangs such as the Black Disciples.

Tio Hardiman, former director of CeaseFire Illinois, said he plans to recruit 300-400 hardcore members of the city’s more than 600 gang factions to attend the summit in September. “You cannot reduce violence without bringing the killers to the table,” he said.

Last month, CeaseFire Illinois decided not to renew Hardiman’s contract after he was arrested on a domestic battery charge that was later dropped. On Wednesday, he incorporated his own non-profit group, Ceasefire Violence Interrupters, which he said will continue to try to prevent retaliatory shootings.>>more from the suntimes<<

Donte Williams Saturday, saying that they were “creating a scene”
outside of Mount Sinai hospital.

The two were covering the fatal shooting of a six-year old girl and,
though they were already across the street, the officer demanded they go
another street over.

“Fuck news affairs, I don’t care about news affairs. Forget news affairs,” he said.

When the journalists spoke to their rights, the officer replied, “Your
first amendment rights can be terminated, if you’re creating a scene, or
whatever. Your first amendment rights have limitations.”

After the journalists responded, “how have we created a scene? This is
what we do for a living,” the officer replied, “Your presence is
creating a scene.”

Ponce and Williams maintain that they never went into the hospital.
Ponce elaborated on Sunday, saying, “What upset me about last night was
this was not an active crime scene…This is in front of a hospital.

The reporters and photographers were standing on the median sidewalk
when the officer started yelling at us, telling us to get further away.
We decided to take a stand.”

A police report says otherwise.

“We removed two individuals from the hospital at the request of hospital
security guards, who asserted that the individuals had tried to go past
them into secure and private areas of the hospital. The security guards
declined to press charges and the individuals were released.”

Though it is very possible that the journalists attempted to enter the
hospital— their video appears to be edited— does that warrant the police
officer’s graphic response, and his threat to “terminate” the first
amendment rights of the journalists?

There is a new, effective weapon for criminals and terrorists. Law-breakers often misuse modern technology. Through the illegal usage of innovative high-tech weapons, people are not ”shot”, rather their living quarters are bathed in (high frequency) electromagnetic waves for a length of time. Directed Energy Weapons (DEW) are mostly intended for military purposes (U.S. Air Force, Russian and Chinese armies). High-tech company Raytheon states about DEW: ”We believe they are a critical element of how ultimately wars will be fought. HPM (High power microwaves) is the most mature right now” (in Fulghum & Wall 2002).

Dr. Percy Spencer invented the first microwave oven after World War II from radar technology developed during the war. Named the 'Radarange', it was first sold in 1947. Raytheon later licensed its patents for a home-use microwave oven that was first introduced by Tappan in 1955, but these units were still too large and expensive for general home use. The countertop microwave oven was first introduced in 1967 by the Amana Corporation, which had been acquired in 1965 by Raytheon.

WOW, I wonder if Americans can file some sort of 'class action' suite with the  huge rise in all the symptoms listed in Microwaved America wouldn't you say?  


With the conviences most everyone is used to and if you think about it the above symptoms are many of what the many Rx drugs allegedly help; strange, coincidence or just lack of sleep on my part, but things that make you go hmmmm?     


I also don't understand why the United States doesn't seem to use these crowd controlling 'Ray Guns' on the Huge mostly Black Riots, that take have taken place  across the USA?  Instead the Government seems to let them destroy everything in sight: injure innocent people that happen to be in their way, fire guns, ransack business, start fires.  What's the deal with that? 


Instead it seems that when proud whites  get a permit to hold rallies, protests or march on anything the police have to stand between them and the Hateful counter-protesters who act like idiots and make a mockery of the whole thing. Where is the crowd control? Seems pretty anti-White to me?!  jlh

In order to gain stronger public perception of new crowd control technology, the US miltary has been showcasing a new weapon dubbed the “pain ray” [as informally called the "heat ray," technically known as an Active Denial System]. The system cost more than $120 million developing the technology and was deployed in Afghanistan two years ago.

According to the 2010 Census, 17 percent of the city’s population, including more than a quarter of Oakland’s children, live beneath the federal government’s notoriously inadequate poverty level. Eight percent of Oakland’s residents live in what researchers call “deep poverty” – at less than half that stingy misery measure.  The city’s unemployment rate is four points higher than the national average and its black joblessness measure (20%) was twice the national rate.

 If you had $675,000 to spend on the improvement of life in Oakland, how would you invest it? In community gardens for disadvantaged neighborhoods? After- school programs for minority youth? Drug treatment and/or shelter and/or health care services for the poor? Training and hiring unemployed workers in the ecological retro-fitting of local residences? All of the above?

Sonic and ultra-sonic weapons were first developed to help American military defeat officially designated enemies abroad. But the weapons have proven irresistible to a growing number of government officials as a tool for internal domestic repression inside imperial nations, where opulent elites face the daunting task of imposing regressive neoliberal policy –austerity and poverty for millions alongside grotesque wealth and giant public bailouts for the Few (those called out as “the 1%” last year) – over majority opposition in purportedly democratic states.

In 2005 in Jerusalem, the Israeli Army used a device nicknamed “The Scream” to scatter protest groups. “The Scream” emitted noise at frequencies that affected the inner ear, creating dizziness and nausea and causing long term hearing damage. Later that same year, National Public Radio’s Xeni Jardin reported that “Several police departments across America are planning to try a new device that uses focused sound, turned way up. These so-called non-lethal acoustic devices are already in use by U.S. forces in Iraq — and some are already in place in areas hit by Hurricane Katrina.”

Jardin noted that the California-based company HPV Technologies had recently “demonstrated a ‘magnetic acoustic device’ or MAD that can broadcast a targeted beam of sound for a more than mile. At close range, the sound from these devices can be terrifying and painful…These same devices can also be used as public address systems, projecting instructions or warnings at lower settings — and at higher settings, forcing crowds to disperse.”

There are also many documented cases of government abuse of unsuspecting citizens, often in the name of research. Political activists and others who upset the status quo have long known that government surveillance, at least under certain circumstances, is a reality.

Against this background, a subculture of individuals claim that sinister devices are being used on them, possibly by the government. If these machines are real, it would be difficult to separate the people who are mentally troubled from those who have been victimized. Few weapons, once developed, have not been abused. Even the "non-lethal" ones designed to incapacitate, like tasers, have been used to kill. Mind/body devices sometimes fall under this heading and can change a subject's very concept of reality, which can be uneasy at the best of times.

Does the proliferation of new technologies and new complaints of harm indicate the spread of a large-scale form of mass paranoia? Or is reality catching up to what used to be called madness?

High Tech Lie Detector To Be Tested In Court

Alexis Madrigal, writing for the onlineWired Science of March 16, 2009, covered preparations for a trial in San Diego, concerning a case of juvenile sex abuse. The defense intended to offer as evidence an fMRI (functional Magnetic Resonance Imaging) scan, to indicate — through oxygen-level brain activity — that the crime did not occur. No Lie MRI, which conducted the brain scan at the request of the accused parent, makes claims of 90-percent accuracy but both lawyers and some other scientists take issue with the claim.

While EEG-based scan evidence has been used in court in India, MRI evidence has not, so far, been successfully used in the United States. Hank Greely, who heads up Stanford University's Center for Law and the Biosciences, observed in an e-mail to Wired.com that studies on this technology have not been "done in realistic situations."

The inventor of the technology licensed by No Lie MRI is not without qualms about its commercial application so soon. He wants large-scale tests to indicate the true level of accuracy, but the two companies in the field (No Lie MRI and Cephos) cannot afford them.

Just as with all lie-detecting techniques (including the polygraph), there are ways to distort the results.

Comments posted at Wired Scienceinclude one by "TX CHL" from March 17, 2009 that: "the only thing worse than a lie detector that doesn't work, is one that does."

Another poster, "Dean," wrote on March 17, 2009 from his background as a neuroscientist that the tech was a long way from "1984 and big brother" and that: "the only appealing part, to me, is earning a goodly consulting fee giving expert witness testimony against outfits like No Lie MRI."

The latest in lie detecting fMRI comes from Cephos, where 300 people have been tested — using the Cephos company scanner in Framingham, Massachusetts. Dr. Steven Laken, the founder of the company, opines that American judges will soon be making MRI tests admissible in court — since studies have shown an accuracy of between 78 per cent and 97 per cent. As long as juries are told the level of accuracy, "it still can be considered as evidence," says Dr. Laken.

In 2009, Sussex University-based Dr. David Lewis summed up to John Naish of The Times regarding the present claims: "There are companies doing well-substantiated stuff with this technology, but there are also cowboys. There is speculation, there is speculation squared, and then there is neuroscience. The people who buy it are often too eager for the promises to be true." He puts it that people in his field are "just beyond the Wright brothers" but that some are marketing and buying the products "as though they were jumbo jets."

Unless ethical implications are handled well, people will find their "right to brain privacy" to be questionable, notes "neurolaw" pioneer Professor Hank Greely of the Stanford Law School.
