Woman Pushing to Ban Circumcision in California City Drops Proposal

The proponent of a ballot measure to ban circumcision in a California city has dropped the effort following claims of anti-Semitic themes and imagery, including a comic book that featured a “Monster Mohel.”

Jena Troutman, the Santa Monica woman who submitted the proposal to the Santa Monica city clerk last month, said she has withdrawn the measure to prohibit “Genital Cutting of Male Minors.” Under the measure, which needed more than 6,000 signatures to go on the November 2012 ballot, circumcising a child under the age of 18 would have been a misdemeanor offense punishable by a $1,000 fine or a year in jail.

Troutman, a lactation consultant and mother of two, told FoxNews.com that her focus was “never about religion” when she submitted the initiative, which was written by a San Diego-based group called MGMbill.org, the same organization that authored the measure to ban circumcision that will appear on the ballot in San Francisco this November.

“I don’t have the time or the energy to argue with everybody, but you shouldn’t go around cutting up your little babies,” Troutman said. “Why don’t people [expletive] get that? For me, this was never about religion. It was about protecting babies from their parents not knowing that circumcision was started in America to end masturbation.”

Santa Monica Mayor Richard Bloom confirmed the news on his Facebook page late Monday.

Bloom wrote: “The proponent of the Santa Monica ballot initiative to ban circumcision just left a msg 4 me that she is WITHDRAWING the measure!!”

During Tuesday’s telephone interview, Troutman distanced herself from MGMbill.org, which is led by Matthew Hess, the author of the “Foreskin Man”cartoon, which depicts a blond superhero taking on a character named “Monster Mohel.”

Several critics, including the Anti-Defamation League, have blasted the publication as “disrespectful and deeply offensive.”

“I respect and appreciate the Jewish religion and people’s delicate feelings about their religious customs,” she said, adding that she originally sought a religious exemption for the proposed ban but ultimately declined to include one since it would have been unconstitutional.more

Finally, and perhaps most importantly; this “comic” book, of which there is nothing comical, represents the Jewish people as a cruel, evil people toward their own children. One might even say it is Nazi propaganda! Mr. Hess has no regard, nor respect for the Jewish people or their faith. One might also call this a Hate Crime, since it clearly promotes hate against the Jewish people. Yet nothing as of now has been done to stop it. If this were a “comic” book about African American’s, it rightfully would be shot down! The law is supposed to protect ALL against hate crimes, in this case, hate speech that depicts Jews as Evil, Maniacal, and backward-thinking people! Isn’t that what was once thought, and promoted about the black race? This cannot be allowed to continue. Please help stop this slenderest, racist, hate book by signing this petition.

Mr. Hess’ book, purposely sets out to make the Jewish race seem, miniacle, evil, and backward-thinking! In today’s -judge not- and -tolerate everything-, atmosphere; it is in-comprehensible that this would be tolerated! The book depicts the Jewish people as evil toward their own children. It uses characters representing those who carry out the circumcision of Jewish boys, as monsters! Giving them names such as Dr. Mutilator, and Monster Mohel! And of course the drawing of these characters are equally grotesque! It tells it’s reader’s that the hero, “Foreskin Man” is there to protect the innocent babies from the “cleverest, and most dangerous circumcisers.”

The "Monster Mohel" comic book is one of two titles in the "Foreskin Man" comic book series – which was created by the president of the Male Genital Mutilation Bill group and one of the leaders of the anti-circumcision legislation movement, which has succeeded in getting their controversial measure on the November ballot.

"This is a sensitive, serious issue where good people can disagree and which the Jewish community feels is an assault on its values and traditions going back thousands of years and centered in the Hebrew Bible," Appel said in a statement. "It is one thing to debate it, is another thing to degrade it. 'Foreskin Man,' with its grotesque anti-Semitic imagery and themes, reaches a new low and is disrespectful and deeply offensive," she said, adding that " Some of the imagery calls to mind age-old anti-Semitic canards such as the blood libel, the accusation that Jews ritually murder Christian children." Mohels are those who are specially trained to perform the traditional Jewish male circumcision ceremony. Supporters of the ban say male circumcision is a form of genital mutilation that is unnecessary, extremely painful and even dangerous. They say parents should not be able to force the decision on their young child. If the measure passes in November, circumcision would be prohibited among males under the age of 18. The practice would become a misdemeanor offense punishable by a fine of up to $1,000 or up to one year in jail. There would be no religious exemptions.MORE AT SSOURCE
